LIBERTY.
188. No person shall ride, drive, or lead any horse, or drive
any team, carriage or other vehicle whatever, upon any pave-
ment on the sidewalks, in the village of Liberty, in Frederick
county; and any person so offending shall forfeit and pay, for
every offence, the sum of two dollars, to be recovered in the
name of the State, before any justice of the peace, as other small
debts, and appropriated to the improvement of the sidewalks in
said village.
189. Any constable of the election district in which such
village is situated, in whose view any offence against the pre-
ceding section is committed, shall give information thereof, on
oath, to some justice of the peace for said county, unless the
offender pay said fine to the constable, who is hereby authorized
to receive it.
190. Any justice of the peace, upon oath made by a constable,
or other creditable person, that an offence has been committed
against the provisions of section 188 of this article, shall issue
his warrant against the offender, directed to some constable of
