564 FBEDERICK COUNTY. [ART. 11.

115. They may pass ordinances to preserve the peace, order
and quiet of the city; to prevent cock-fighting, horse racing and
drunkenness; to prevent breaches of the Sabbath day, and to
prevent swine and geese going at large, and for the proper
police of said city.

116. They may pass ordinances to prohibit or restrain the
keeping of bawdy-houses or houses of ill-fame within the limits
of the city; to restrain and prohibit all loose and suspected per-
sons from resorting to, frequenting, living, or residing in any
such bawdy-house or house of ill-fame, and to provide for fining
and punishing all persons who shall keep, authorize or suffer to
be kept any such bawdy-house or house of ill-fame, and all loose
and suspected persons who shall live or reside in, or resort to,
or frequent any such bawdy-house or house of ill-fame; but no
ordinance passed under this section shall impose a fine of more
than fifty dollars, or authorize imprisonment for more than
three months, for any one offence. •••

117. They may pass ordinances to prohibit or restrain dogs
from going at large in said city, and for taxing them, and for
the speedy collection of* such taxes.

118. They may lay and collect taxes; enact by-laws for the
prevention and extinguishment of fires; for paving and keep-
ing in repair the streets, lanes, and alleys, and for widening the
same, with the consent of a majority of those interested; may
tax any particular part or district of the city, for paving the
streets, lanes and alleys therein, or for sinking wells and erect-
ing pumps, which may appear for the benefit of such particular
part or district; and may make a new assessment of all real
and personal property as often as it may be necessary.

119. They may impose and appropriate fines, penalties 'and
forfeitures for the breach of their by-laws and ordinances, and
may punish corporally any servant or slave guilty of a breach
of any ordinance, unless the master of such servant pay the fine
annexed to the offence; and may pass all ordinances necessary
to give effect and operation to all the powers hereby vested in
said corporation.

120. All ordinances of the said corporation shall be signed by
the mayor.
