193. The school commissioners may, in their discretion, instead
of purchasing land and erecting a school house thereon, purchase
any house in the district suitable for the purpose.

194. All expenses incurred by the school commissioners under
the last preceding section shall be paid by them out of the
money to be drawn by them from the treasurer of the school
fund of the county.

195. The school commissioners, if they deem it advisable, may
levy upon any parent or guardian, widows and orphans without
property excepted, whose children or wards attend any school
within their respective districts, a sum not exceeding fifty cents
a month for each child or ward, for the purpose of keeping the
school houses in repair, and for the payment of other incidental
expenses, and may collect the same as other debts.

• 196. They may employ and contract for the payment of a
teacher for each school in their respective districts at any sum
not exceeding one hundred and twenty-five dollars semi-annu-
ally.

197. The county commissioners of Dorchester county shall ap-
point not less than three nor more than seven persons residents
of said county to be styled the board of examiners of primary
school teachers of said county.

198. The said board, or some member thereof, shall examine
every applicant for the situation of teacher in any primary
school, of said county, and if they or he find him qualified for
the situation, shall give him a certificate stating his competency
to teach, and what branches.

199. No person shall be admitted by the school commissioners
as a teacher in any school without a certificate from the board
of examiners, or one of them.

200. All white children over six years of age shall be per-
mitted to receive instruction in said schools, and an adult who
may first obtain the permission of the commissioners of the dis-
trict to which he belongs, upon payment of such sum as shall be
fixed by said commissioners, shall also be admitted to receive in-
struction.
