cation during the year, or if they are unable to elect, they shall
order a new election, at such time and place as they shall direct,
to fill said vacancy.

98. If during the year for which they were elected any of the
commissioners shall die, resign, refuse to act, remove from said
village or be otherwise disqualified, an election to fill such
vacancy shall be held, unless the commissioners shall fill the
vacancy, and all persons qualified to vote at a regular shall be
entitled to vote at such special election.

99. The clerk to the said commissioners shall make duplicate
returns of each election by the people, or by the commissioners,
to fill vacancies, at such times as the commissioners shall require,
to the clerks of Dorchester and Caroline counties respectively)
to be kept by them in their offices.

100. The commissioners shall appoint a judge or judges of
each election, and give one week's notice of the election, and
the judge or judges shall appoint the clerk of the election.

101. The said commissioners shall, at their first meeting after
an election, choose one of their number to be president of the
board, who shall preside at all meetings of the said commis-
sioners, and preserve order, and carry into full effect the pro-
visions of this charter and the ordinances of said commis-
sioners.

102. The commissioners of said village may meet together
from time to time as often as occasion may require, upon the
business of said village, and not lesa than once in every three

months.

103. They may appoint a clerk and assign his duties, and
allow him such compensation as they may think proper, and
if a vacancy occur in the said office at any time, they may fill
the same.

104. The clerk shall enter all ordinances passed by the com-
, misaioners, or a majority of them, in a book to be kept by
them for the purpose; the said ordinances shall be open at all
times for the inspection of any person interested, and copies of
all ordinances shall be put up in the most public places in the
village.
