105. The said commissioners, or a majority of them, may
make all such by-laws, regulations and ordinances, not contrary
to law, as they may from time to time deem wise, equitable and
expedient for the comfort, health, convenience and prosperity of
the village and its inhabitants; for the prevention or removal of
nuisances, preservation of health, and suppression of vice and
immorality within, said village.

106. They may lay an equal tax on the property in said
village to such amount as may from time to time be deemed
necessary, which tax shall be collected and paid to the president
and commissioners by a collector by them appointed; and the
said collector shall have the same power to distrain therefor as
the collectors of county taxes.

107. The president and commissioners shall fix the term of
office, responsibility and compensation of said collector.

108. The said commissioners, or a majority of them, may
appoint a bailiff, and fill any vacancy in his office until the
annual election of commissioners; and the new board may con-
tinue or dismiss said bailiff at their pleasure.

109. The said bailiff shall preserve order in the village, and
shall have the same power therein, both civil and criminal, as
constables have by law in their districts.

110. All fines, penalties and forfeitures under the ordinances
of the corporation, shall be recoverable as small debts, either
before the president of the commissioners or a justice of the
peace.

111. The limits of the village shall extend to the distance
of one-half of a mile from the centre of the bridge leading
across the river into each county in either direction, and the
property within said limits shall be liable to taxation in said
village.

112. Justices of the peace in Dorchester and Caroline counties
residing within the said village shall have jurisdiction within
the limits of the corporation in either county in all matters
relating to the affairs of said corporation.
