128. They shall cause at least one public examination of the
pupils in their respective schools to be held during the year, and
shall give public notice of such examination.

129. They shall report at the end of each year to the school
commissioners whether the teachers in their respective employ-
ments have performed the duties of teachers, and fully made the
time required by law to be made as a scholastic year, which time
shall be ten months, unless prevented by sickness or other un-
avoidable circumstances.

130. The school commissioners shall constitute a board of
examiners, whose dnty it shall be to examine by themselves, or
by others competent to make such examination, and appointed
by them for that purpose, all persons desirous of employment as
teachers in any of the district schools of the county, and if such
persons shall bo found upon examination to be competent to
instruct thoroughly in the elementary branches of an English
education and be of good moral character, the board of commis-
sioners shall so certify, in writing; or, if upon an examination
he shall be found capable of instructing in any of the higher
branches of English literature, or any other languages, they shall
BO certify.

131. All certificates of qualification shall be annually renewed,
otherwise the holder shall not be entitled to employment in any
district school.

132. The Treasurer of the State of Maryland and the collector
or collectors of Charles county shall pay to the treasurer of the
board of school commissioners, or his order, upon the written
orders of the said board of school commissioners, or a majority
of them, all moneys applicable to the primary schools of Charles
county.

183. The school commissioners shall annually, at the time the
levy is made for county purposes, report to the county commis-
sioners the amount necessary, in their judgment, when added to
the school fund derived from the State, to make the salary of
each teacher of the respective district schools amount to three
hundred dollars; and also the amount necessary for the annual
salary of the treasurer and register, for erecting and furnishing
school houses, procuring school books for indigent pupils, and all
necessary incidental expenses: all which shall be levied by the
