State, as they may deem expedient, and the same may modify'
or repeal at pleasure.

199. The said board of commissioners may lease, rent or
purchase suitable buildings, and procure lots by lease, purchase
or otherwise, in the name of the board of commissioners of public
schools of Cecil county, and erect buildings thereon for the use
of the public schools of said county, and may contract for and
purchase furniture, books and stationery, and all other necessary
supplies, and furnish the same to the pupils free of charge.

200. 'Whenever the board of commissioners of public schools
may deem it necessary to dispose of any property which they
may hold for the use and benefit of the public schools, they may
dispose of said property by sale, lease or otherwise, and give a
good and sufficient title for-the same to the purchaser thereof,:

and the proceeds arising from such sale shall be applied to the
school fund of the county, and appropriated to such purposes as
are hereby authorized.

201. The said board of commissioners shall meet quarterly, or
oftener if necessary, at such time and place as may be agreed
upon; but the quarterly meetings shall, if possible, be held within
the first ten days of January, April, July and October of each
year; it shall require a majority of the entire board to constitute
a quorum for the transaction of any business; the school corn-;

missioner of each district shall exercise a general supervision
over all the schools in his district, and shall visit and examine
into the condition of the same at least once in each quarter, and
report thereon to each quarterly meeting of the board in writing.

202. The said commissioners, or any three of them appointed
by the board, shall constitute a board of examiners, whose duty
it shall be to examine all persons offering themselves as teachers,
and if they shall be found qualified in all respects, to give a cer-
tificate to that effect, free of charge; and no person shall be em-
ployed without such certificate.

208. Whenever the board of commissioners of public schools
shall think it necessary and expedient to have one or more high
schools or academies in Cecil county, they may establish the
game, and such high schools or academies shall be supported in
the same manner,, and shall be entitled to all the privileges, and
shall be subject to the same control, as the public schools; the
