468 CECIL COUNTY. [ART. 8.

act aa secretary, who shall give bond to the State of Maryland
in fluch sum as said board may determine, with at least two
securities, to be approved by them, with the condition that he
will perform faithfully the duties of the treasurer of the board
of commissioners of public schools, and pay over and apply all
moneys that shall come into his hands or care, as treasurer afore-
said, to Bnch person and in such manner as the said board shall
direct, and that he will keep and enter in a book a full and fair
account of all moneys received and paid by him, and of all

•matters relating to his duties and office, and preserve the same
.and all vouchers relating thereto, and deliver up all books and
vouchers relating to his said office, whenever required by the said
.hoard, to such person as they shall appoint to receive the same;

the said treasurer shall be elected annually, at such -time as
'the said board shall in their by-laws provide, and shall receive

•such compensation for his services as they may from time to time

•determine, not exceeding flvflt hundred dollars per annum.

197. All powers, rights and privileges lawfully exorcised by
any board of commissioners, any judges of Orphans' Courts,
any trustees of primary schools, or any other person or persons
by whatever name designated, by virtue of any act or acts of the
' General Assembly of Maryland, passed in relation to public,
primary or free schools, and all moneys, property, estates and
effects heretofore vested by law in any of the said parties here-
inbefore mentioned, respectively, for the use and benefit of said
schools or any of them, and all rights to and interest in all funds
of whatever kind dedicated to the support of said schools, or
any of them, and by law made payable to any of the parties
hereinbefore mentioned, are transferred and vested in the board
of commissioners of public schools of Cecil county; Provided,
that this section shall have no application to the rights, property
and funds vestfcd in or appropriated to the Elkton and West
Nottingham Academies.

198. The board of commissioners shall have power to esta-
blish as many schools as the said school funds may be adequate
to support, and in aueh locations as will best subserve the public
interest; to employ teachers and fix their salaries, and' to pre-
scribe the course of studies and the books to be used; they shall
superintend generally and particularly all the interests and ope-
rations of the schools under their charge, and shall make all sach
by-laws for their government, and rules and regulations for the
management of schools, not inconsistent with the laws of thi<
