biennially, to elect one commissioner in each district, who shall
collectively be entitled "The Board of Commissioners of Public
Schools of Cecil County."

193. The county commissioners of said county shall give
notice of said election by public advertisements in the news-
papers of the county, and shall appoint in each election district
any justice of the peace resident therein to be judge of said elec-
tion, who shall open the polls at one P.M. and close the same at
six P.M., and shall return his certificate of the persons elected to
the county commissioners at or before their next meeting, who
shall thereupon issue to each of the persons so elected a com-
mission under the seal of said commissioners; and each of the
eommiseioners so elected shall hold his office for the term of two
years and until his successor is duly elected and qualified. If
any vacancy shall occur in the board of commissioners of public
schools by death, resignation or otherwise, the same shall be
filled by the county commissioners at their first meeting held
after such vacancy shall occur, or, as soon thereafter as prac-
ticable, and each of the said commissioners of public schools,
before he shall proceed to act as anch, shall taira the oath of
office prescribed by the Constitution of this State, to be adminis-
tered by the clerk of the Circuit Court.

•194. The board of commissioners of public schools of Cecil
•county are a body politic by the name of " The Board of Com-
missioners of Public Schools of Cecil County," and by that name
shall have perpetual succession, and shall be capable to sue and
be sued, and have and use a common seal, and the same to alter
at pleasure.

196. The commissioners of public schools shall assemble on
the second Monday after such election, or as soon thereafter as
practicable, for the purpose of organizing, at which meeting, or
at some subsequent meeting held by special adjournment, they
shall proceed to the election of a president, who shall be chosen
hy a majority of the votes of the whole board, and shall hold his
office for the term of two years, or until his successor shall be
elected; if the office of president shall become vacant either by
death, resignation or otherwise, it shall be the duty of the board
to fill the same at the earliest practicable day by a new election.

196. The board of commissioners of public schools \ shall
appoint a treasurer, not a member of the board, who shall also
