said school or schools, until the provisions of this section shall
be complied with; and they shall not employ any teacher for :a
longer period than the term of their office.
71. They shall superintend the schools in. their respective
districts, make rules and regulations for their good government,
give all orders on the commissioners for the payment of teachers;
may suspend or dismiss a teacher for immoral conduct, or any
other cause, when, in their judgment the interests of the school
may require it; may suspend or expel pupils for immorality,
for continued insubordination, or other improper conduct, and
shall admit no child in any of the public schools under the age
of five nor over the age of seventeen years, unless in such
cases as in their judgment this rule ought to be dispensed with;
they shall oblige the teacher in each of their respective schools,
or the principal, if there be more than one employed, to keep a
register of the names and ages of all the scholars, distinguishing
the sex, who have from time to time attended the schools, ftnd
•* they shall, on or before the first day of December in each year,
furnish the president of the board of commissioners with a state-
ment of the number of pupils, male and female, that have at-
tended the schools within their respective districts during the
year ending on the last day of November, and the number of
children entitled to a portion of the general school fund for the
ensuing year.
72. The Treasurer of Maryland, on the warrant of the Comp-
troller, shall pay to the school commissioners of Carroll county,
the several sums which may become due from the academy or
school fund to said county.
73. The school commissioners shall annually appoint a treasurer,
who. shall give ample security by bond or otherwise, for the per-
formance of his duty, and who shall be allowed such salary or
commission as the board shall think proper.
74. They shall keep the principal of the school fund at interest
in safe and productive stocks or otherwise, and they may, when-
ever it is deemed expedient, proceed at law against all persons
indebted to the school fund of the county.
75. They shallappprtion the school fund, and every other fund,
including the academy fund, belonging to the primary schools ia
