57. They shall constitute a board of examin.ers, and it shall be
their duty to examine all persons offering themselves as candi-
dates for teaching in any of the school districts, and they may
appoint a person or persons qualified to examine such candi-
dates, and if they shall be satisfied, after due examination has
been made, that the candidate is a person of good moral cha-
racter and possessed of sufficient learning and ability, they shall
deliver a certificate to the candidate of his qualification, to be
used as hereinafter directed.

58. They shall annually renew such certificates, if no charges
are preferred against the person applying therefor.

59. They shall prescribe the books to be used in the several
primary schools in the county.

60. The legal voters of the several school districts shall as-
semble annually on the first Saturday in June, and elect from
among the inhabitants three discreet persons, who shall consti-
tute a board of trustees for said district, and shall serve for one
year from the date of their election, or until their successors are
qualified; the polls at such election shall not be opened before
on& o'clock, P.M., and shall be kept open until four o'clock,
P.M., and the persons receiving the highest number of votes
shall be declared duly elected.

61. The trustees so elected shall notify the legal voters of the
district of the time and place of holding the next election, by
putting up notices of the same in the most public places in the
district, at least ten days previous to said election.

62. A majority of trustees of a district shall constitute a
quorum for the transaction of business.

63. In case of a vacancy in the board of trustees in any
district, the remaining trustees shall fill the vacancy until the
next election.

64. The clerk of elections at any election for trustees, shall
notify the board of school commissioners of the election and
names of the trustees.

65. The said trustees and their successors in office may sue
and be sued, by the name of the "Trustees of Primary School
