48. They shall organize by the election of a president from
among their number, and shall at the same time elect a secre-
tary, with such compensation as they think proper.

49. They shall make such laws and regulations for the govern-
ment of said corporation as they may deem proper, and may
alter, amend and repeal the same at pleasure.

50. They shall each be entitled to two dollars per diem for
each day they shall attend the meetings of said corporation,
and five cents a mile for every mile each of them may travel,
coming from their respective places of residence to the city of
Westminster and in returning therefrom to their respective
places of residence.

51. The regular meetings of the corporation shall be held
quarterly, at the court house at Westminster, at such time as
to them may seem most convenient; they may adjourn from
day to day whenever the public business shall require it, and
the president may call extra meetings whenever any business
of importance may demand it.

52. A majority of said commissioners shall constitute a quorum
for the transaction of business.

58. In case of a vacancy in said board of commissioners, the
Orphans' Court shall appoint a suitable person to fill such.
vacancy until the next election of school commissioners.

54. The board of school commissioners shall revise the several
school districts in the county, organize new ones without refer-
ence to election district lines, whenever in their judgment the
public convenience may require it, and shall deliver a descrip-
tion of each district to the clerk of the Circuit Court of the
county, who shall record the same, free of charge, in a suitable
book provided for that purpose.

55. They shall also publish a description of each school dis-
trict, in such manner as they think proper, and may number the
same without reference to the election districts of the county.

56. They shall, if any school district shall lie partly in two or
more election districts, designate to which it shall belong, in
such description and notice.
