said commissioners shall impose a fine, penalty or forfeiture for
any one offence of more than ten dollars.

128. They, or a majority of them, may annually appoint a
bailiff for said town, who, before he proceeds to act, shall take
an oath before a justice of said county that -he will faithfully
and impartially perform the duties required of him as bailiff
within said town, without favor, affection or partiality, accord-
ing to the best of his skill and judgment, and shall also give
bond in the same manner and in the same penalty as the con-
stables of said county.

129. The bailiff shall attend the meetings of the commissioners
whenever required, and perform such services as shall be required
of him by them; shall prevent the tumultuous and irregular meet-
ings of slaves or free negroes within the limits of the town, and
punish with moderate correction all such slaves and free negroes
as shall be found wandering about the streets at night, and pre-
vent slaves frequenting the houses of other persons without the
consent of their masters.

130. All taxes, fines, forfeitures and penalties imposed by the
said commissioners by virtue of any law or ordinance, shall be
applied in such manner for the use of the town as may from
time to time be directed by ordinance.

131. No person residing in said town, or in Caroline county,
shall permit any swine, goats or geese to run at large in said
town, or within half a mile thereof; and if any swine, goats or
geese shall be found running at large within said town, the
bailiff, or in case of his absence any person residing in said town,
may impound the same, and the bailiff shall immediately, by
public advertisement, give notice of the impounding of such
swine, goats or geese, and if the owner shall not within three
days thereafter pay the said bailiff for each day any goat or
swine may be impounded the sum of fifty cents, and six cents
for every goose, the bailiff may sell the same at public sale, and
after deducting one dollar and fifty cents for every swine or goat
and twenty cents for every goose, pay the balance to the owner.

132. If any swine belonging to any person without the limits
of the said town, or kept by persons living on lots or farms with-
out said town, shall go within said town and there commit any
damage, the party injured may impound said swine and keep
