120. Every commissioner, before entering upon the duties of
his office, shall make oath before a justice of the peace of Caro-
line county that he will diligently and faithfully, according to the
best of his judgment, perform the duty of commissioner of said
town without partiality or prejudice, and a certificate of such
qualification shall be returned by such justice to the said commis-
sioners to be filed and recorded among their proceedings.
121. The said commissioners, shall have power to meet and
adjourn at -their pleasure, and shall, at their first meeting after
an election, choose from their body a president, who shall preside
at all meetings of the commissioners, vote on. all questions before
them, and remain in office until superseded by the appointment
of a new president after a new election of commissioners.
122. They may appoint a clerk and assign his duties, and allow
him such compensation as they think proper.
123. The clerk shall enter all ordinances passed by the com-
missioners in a book to. be kept by him for that purpose, and
they shall be open at all times to the inspection of any person
interested, and copies of all ordinances passed by the commis-
sioners shall be put up in the most public places in the town.
124. The said commissioners may appoint an assessor, who
shall enter upon his duties as soon as practicable, after having
taken an oath that he will value the property in said town cor-
rectly and impartially, and make a proper and timely return of
such valuation to the board of commissioners.
125. Any person may appeal from the valuation of the assessor
to the said commissioners, who shall hear and finally determine
the matter.
126. The said commissioners may levy a tax upon all the pro-
perty in the town not exceeding the sum of fifteen cents in the
hundred dollars in any one year, and the bailiff may collect the
same in the same manner and by the aame meana as collectors
of county taxes.
127. They may pass all by-laws and ordinances necessary to
give effect and operation to all the powers vested in them by this
charter, and may impose fines, penalties and forfeitures for the
breach of their by-laws and ordinances; but no ordinance of the
