38 ALLEGANY COUNTY. [ART. 1.

pleaded in any court of law or equity, and before any judge, or
justice of the peace, and have and use a common seal, and the
same to alter or break at pleasure, and to exercise all the powers
and privileges granted to or vested in them. by the provisions
of this article, as fully to all intents and purposes as any other
corporate body may or can lawfully do.

145*. The Commissioners of Public Schools, appointed as
hereinbefore provided for, shall assemble on the third Monday
after such appointment, or as soon thereafter as practicable, for
the purpose of organizing, at which meeting, or at some sub-
sequent meeting held by special adjournment, they shall proceed
to the election of a president, who shall be chosen by a majority
of the votes of the whole board, and shall hold his office for the
term of one year, or until his successor shall be elected; if the
office of president shall be vacated by death, resignation or
otherwise, it shall be the duty of said board to fill the same at
the earliest practicable period by a new election.

146*. The Board of Commissioners of Public Schools are
hereby authorized and required to appoint a treasurer, not a
member of the board, who shall also act as secretary to the said
board, who shall give bond to the State of Maryland in a sum
double the amount of money levied and collected for school
purposes, with at least two securities to be approved by them,
with the condition that he will perform faithfully the duties of
treasurer of the Board of Commissioners of Public Schools, and
pay over and apply all moneys that shall come into his hands or
care as treasurer aforesaid, to such person or persons and in
such manner as the said board shall direct; and that he will
keep and enter in a book kept for that purpose a full and fair
account of all moneys received and paid by him, and of all
matters relating to his duties and office, and preserve the same
and all vouchers relating thereto, and deliver up all the books
and vouchers relating to said office whenever they are required
by the said board, to such person, as they shall appoint to receive
the same; the said treasurer shall be elected annually at such
time as the said board shall in their by-laws provide, and shall
receive such compensation for his services as they from time to
time shall determine, not exceeding three hundred dollars per
annum.

147*. The said Board of Commissioners of Public Schools may
receive any gift, grant, donation or devise made for the use of any
