378 CAROLINE COUNTY, [ART. 6.

Monday of April and the second Monday of May, annually, and
shall appoint an assessor for that purpose.

65. The person appointed assessor, before he proceeds to act,
shall take the following oath: " I, A. B., do swear that I will
assess and value all the real and personal property within the
Village of Denton without favor, affection, partiality or prejudice,
to the best of my skill and judgment," which oath shall be ad-
ministered by one of the commissioners.

66. Any person may appeal from the valuation made by the
assessor to the commissioners within six weeks after the return
of the assessment, and the commissioners may make any altera-
tion therein they may deem just.

67. The commissioners may impose upon the property assessed
a tax not exceeding in any one year the rate of one dollar for
every three hundred dollars of property according to such
assessment; but no person not holding personal property in
said village whose assessment shall not amount to twenty
dollars shall be liable to tax.

68. The commissioners may levy upon any person keeping.for
common use a billiard table within said village, or within one mile
thereof, an annual tax of fifty dollars, and an annual tax of fifty
cents on every dog and one dollar on every bitch belonging to
any inhabitant of said village, and may direct the killing of any
dog whose owner cannot be ascertained, or who refuses or neglects
to pay said tax within three months after the same is demanded.

69. They shall annually appoint a treasurer of the corporation,
who shall keep accounts of the receipt and disbursement of the
funds of the corporation in a well bound book to be provided by
the commissioners, and shall render annually to the commis-
sioners an account thereof.

70. The treasurer shall, before entering upon the duties of his
office, give bond to the State of Maryland, with security approved
by the county commissioners of Caroline county, in the penalty
of one thousand dollars, conditioned that he will well and faith-
fully account for all moneys paid over to him by the bailiff, and
shall also well and truly pay over to the commissioners, or their
order, all sums of money so received by him; and the county
commissioners shall have the said bond recorded by their clerk
