such slaves as shall be found strolling about the streets at night,
or frequenting the houses of other persons without the permis-
sion of their masters or overseers; and who shall, within the
said village, have all the powers and perform all the duties of a,
constable.

60. The bailiff, before entering upon the duties of his office,
shall make oath before a justice of the peace of Caroline county
that he will faithfully and impartially perform the duties of
bailiff? and constable within said village, according to the best
of his skill and judgment; and shall also give bond in the same
penalty and to be in all respects liable, as the constable's bonds
of said county, with good and sufficient securities, to be ap-
proved by the county commissioners, conditioned that he will
well and faithfully execute the said office in all things apper-
taining thereto, and shall also well and truly account for all
moneys placed in his hands for collection, and shall well and
truly pay all-sums of money received by him.

61. The said commissioners may pass such by-laws and ordi-
nances as they shall deem necessary for the good government
of said village and the inhabitants thereof; for the removal of
nuisances; to prevent swine and geese going at large; and the
opening, extension, repair and improvement of streets, lanes
and alleys; and all damages done by opening and repairing any
street, la"ne or alley, shall be determined and assessed by three
disinterested persons appointed by the commissioners.

62. Bach holder of real estate on Market street in said village,
who has not already done so, shall, within ninety days after he
shall be thereto required by the commissioners, pave with good
brick in front of his premises on said street a width of sidewalk
not less than six feet; and upon failure to do so the commis-
sioners shall cause the same to be done, and the expenses shall
be levied and collected as other taxes in said village, from the
property in front of which such paving shall have been done.

63. The said commissioners shall cause to be made, and from
time to time corrected, a register of the inhabitants of the
village entitled to vote for commissioners.

64. They shall cause an assessment of the real and personal
property within the village to be made between the second
