the election -who shall be qualified to vote for a commissioner of
said village, and that he will not suffer any person to vote at
such election who shall not, in his judgment, be qualified to
vote.
54. If any vacancy shall happen in the office of one or more
of the commissioners by death, resignation, removal or other-
wise, the remaining commissioners shall cause an election to be
made at such public place in said village as they shall appoint
by the persons qualified to vote, to fill said vacancy; of which
said election ten days' previous notice shall be given.
55. If at any time an election shall not be had for commis-
sioners at the time mentioned in this article, an election may be
made at any time after ten days' notice thereof shall have been
given by the commissioners, or a majority of them.
56. Every commissioner, before entering upon the duties of
his office, shall make oath before some justice of the peace that
he will diligently and faithfully, according to the best of his
judgment, perform the duties of a commissioner of the said
village, without favor, partiality or prejudice, and a certificate
of such qualification shall be returned by the justice to the com-
missioners to be filed and recorded among their proceedings.
57. The commissioners shall meet at the court house in
Denton, or at such other public place in said village as shall
be previously notified, on the second Monday of every third
month after their election, and as much oftener, by adjourn-
ment, as they shall judge necessary.
58. They shall appoint and qualify a clerk, who shall keep a
record of their proceedings in a well bound book to be provided
by them for that purpose, and to be subject to the inspection of
all persons interested.
59. There shall also, on the second Monday of April annually,
be elected by the qualified voters of Denton a bailiff of said
village, who shall attend the meetings of the commissioners
when required, and perform such services as shall be by them
directed; shall prevent the tumultuous and irregular meetings
of negroes, slaves and other dissolute and disorderly persons
within the village, and disperse them when assembled by reason-
able and lawful means, and punish with moderate correction all
