300 CITY OF BALTIMORE. [ART. 4.

753. Any person above the age of twenty-one, (or between
the ages of eighteen and twenty-one, with the consent of his
parents, guardian, master or mistress,) may join any company
in the first light division willing to receive him as a member;

and the several regiments and companies of the said first light
division are hereby authorized to keep up their complement of
men by the enrolment of volunteers from the different districts
within the limits of said city.

754. A majority of any company in said first light division.
shall have power to determine and declare what and how many
days of training it shall have throughout the year, over and
above the days herein appointed, notice whereof shall be given
to such company by the commanding officer thereof, and to im-
pose and inflict such fines and penalties on any member of such
company who may refuse or neglect to attend on such stated
days of meeting as may be fixed and agreed on by the by-laws
of such company; Provided, that no fine or forfeiture for any
one violation of the by-laws of such company shall exceed ten
dollars; and the said fines and forfeitures shall be collected as
other fines are directed by this article, for the use of said com-
pany, by such person as the commanding officer of the company
may appoint.

755. All certificates of membership issued by the commanding
officer of any company in said first light division shall be signed
by the commanding officer and one of his commissioned officers,
and the said commanding officer shall cause said certificate to be
delivered on or before the first day of March, in each year, to
such persons as may then compose his company, and to such as
may join thereafter, upon the day of his or their becoming
members; and if the said commanding officer shall refuse or
neglect to comply herewith, he shall be fined not exceeding fifty
dollars, in the discretion of such court martial as the case may
require; and the said certificates shall be respected by the enroll-
ing officers commanding company districts, as well as the courts
of appeal for trying absentees from parade, from their date, and
for the period for which they were given, unless they are sooner
revoked by the commanding officer of said volunteer company;

Provided, the person holding the said certificate shall transmit or
exhibit the same to any court of appeal, as aforesaid, that may
be held for said district after he shall have received the same;

And provided, that the exemption arising from the sentence of
such court of appeal can only take effect for the meeting they are
