shall be fined a sum not exceeding fifty dollars, in thediscretion
of such court martial as the case may require.
705. The commanding officers of the third division and of the
first light division of Maryland volunteers shall be a board to
control any surplus funds in the hands of the paymaster of either
of said divisions, and if the funds of one division prove inade-
quate for the expenses thereof, they shall be supplied from the
surplus funds of the other division; and if any surplus funds
remain after paying the expenses of both divisions, the same
shall be invested in some productive fund, in the name of the
State, in trust for the establishment of an arsenal or arsenals,
and drill room or rooms in said city.
706. It shall be the duty of the commanding officers of the
divisions, brigades, regiments and companies to keep, or cause to
be kept, a book or books in which shall be entered all the pro-
ceedings of their respective commands for the year, giving the
dates of such entries and a clear and distinct detail of said pro-
ceedings; and if any officer shall neglect or refuse to comply
with any of the provisions of this section as required of him, he
shall be fined a sum not exceeding one hundred dollars, in the
discretion of such court martial as the case may require.
707. The commanding officer of the division shall inspect the
books and proceedings of the commanding officers of brigades.
708. The commanding officers of brigades shall inspect the
books and proceedings of the commanding officers of their
respective regiments.
709. The commanding officers of regiments shall inspect the
books and proceedings of the commanding officers of their re-
spective companies, except such as are hereinafter otherwise pro-
vided for.
710. Such inspections shall be made at least once in each year,
or oftener if it shall appear to said officers, or either of them,
necessary or proper; and in the examination of said books and
proceedings, each commanding officer shall be assisted by one or
more of his officers whom he may select for the purpose; and if
any officer shall neglect or refuse to make, or assist in making,
such inspection, be shall be fined not exceeding one hundred
