by any vessel, the master or owner of such obstructing vessel,
unless when loading or unloading, shall forfeit at the rate of five
dollars an hour during the continuance of such obstruction, to be
recovered by the master or owner of the passing vessel aforesaid.
195. The term vessel in the preceding section shall include
boats, scows and arks.
196. No vessel shall enter Smith's dock or Union dock without
first ascertaining whether there is a vacant place at the wharf
where she can lie, under a penalty of five dollars.
197. All vessels which shall be found obstructing the passage
of said docks, shall remove when requested by the master or
agent of the passing vessel, in such manner as will give a free
and unobstructed passage to such passing vessel, under a penalty
of five dollars an hour for each hour they shall obstruct such
passage after due notice shall have been given to the master,
owner or person in charge of such obstructing vessel.
198. The penalties imposed by the three preceding sections
may be recovered as small debts before any justice of the peace
for the city of Baltimore from the master, owner or person in
charge of the obstructing vessel, for the use of the master,
owner or person in charge of the vessel obstructed, but such
penalty shall not be recoverable where the obstruction proceeds
from any unavoidable cause.
ELECTIONS.
199*. The Board of Police of the city of Baltimore created
under this article, as soon as practicable, and before the holding
of any election whatsoever in said city, shall lay out and divide
each and every of the wards of the said city into election pre-
cincts, in the following manner, that is to say: the first'ward
into three precincts; the second ward into three precincts; the
third ward into four precincts; the fourth ward into three pre-
cincts; the fifth ward into two precincts; the sixth ward into
three precincts; the seventh ward into four precincts; the eighth
ward into four precincts; the ninth ward into two precincts;
the tenth ward into two precincts; the eleventh ward into three
precincts; the twelfth ward into three precincts; the thirteenth
ward into two precincts; the fourteenth ward into three pre-
cincts ; the fifteenth ward into four precincts; the sixteenth ward
into three precincts; the seventeenth ward into four precincts;
