186 CITY OF BALTIMORE. [A.KT. 4.

189. The sheriff of said city shall be subject to a penalty of
five dollars in each case in Which returns are not made within
the times prescribed in this article.

CRUELTY TO ANIMALS.

190. If any person shall wilfully cause or procure any bull-
baiting, cook-fighting, or the fighting of dogs, in the city of Bal-
timore, or shall wilfully and wickedly kill, cripple, or commit
acts of cruelty upon animals in said city, or any of the streets,
lanes or alleys thereof, every such person and those aiding
therein shall be liable to prosecution and punishment in the
Criminal Court of Baltimore, as for other misdemeanors.

191. If any slave shall be convicted of any of the offences
enumerated in the preceding section, the court may, in lieu of
any other punishment, order him to be whipped not exceeding
thirty-nine lashes.

DOCKS.

192. The mayor and city council shall have power to pass or-
dinances for cleaning and deepening the basin and docks, and for
regulating the station, anchoring and mooring of vessels.

193. The mayor and city council are vested with the right and
title to any land made or to be made by them out of the water
in making and completing the improvements of the city dock,
according to the plan heretofore adopted by them; Provided,
that nothing contained in this section shall be construed to inter-
fere with the vested rights of individuals.

194. If any vessel shall be lying in Smith's dock, or in any
other private dock in said city, or the entrance thereof, so as to
obstruct any vessel which shall be coming into the same, or
moving from one place to another therein, or going out of the
same, the vessel so obstructing, unless when loading or unload-
ing, shall be removed to such place as shall be necessary to give
room to the passing vessel, under penalty at the rate of five
dollars an hour for the delay which shall be occasioned to the
passing vessel, to be paid by the master or owner of the ob-
structing vessel to the master or owner of the passing vessel,
unless in cases where some •unavoidable casualty or accident may
make it impracticable to remove the said obstructing vessel; and
if a vessel when moving to make room for another, be obstructed
