shall appoint three disinterested parties, who shall bo landholders
and residents of Baltimore county, and who shall have power to
value and assess the damages, if any, sustained by the owners
or owner of the land over which they may locate said street,
taking into consideration the advantages, as well as the disad-
vantages, that may result to the owner or owners of said land;

and to cause the same to be surveyed by the county surveyor
of Baltimore county, and a plat made thereof; together with
the valuation of the damages, if any, to the landholders as
aforesaid, and the expense attending the execution of the
opening or extending the line of any street, to be returned to
the county commissioners; and the said damages and expenses
attendant thereon shall be levied and assessed upon the property
through which said street may be opened, and to be collected aa
the taxes of said county ordinarily are; and any persons con-
sidering themselves aggrieved by the proceedings and return.
made to the said commissioners, may object to the ratification
thereof before the county commissioners of said county; and
when ratified and confirmed by the said county commissioners,
and not until then, it shall be filed and recorded among the
public records of Baltimore county.

157*. After the survey of the street or streets* to be opened
or extended are made, and the damages have been assessed, the
plat or plats and other proceedings in relation to the same, shall
be laid before the said county commissioners, within thirty days
after the completion of the saie, and the said county commis-
sioners shall not act thereon without having given public notice
by advertisement, at least once a week for three successive weeks,
in two newspapers, one published in, Baltimore county and the
other in the city of Baltimore, that said plats and proceedings
had been. returned to the office of the said county commissioners
and would be acted on by some certain day to be named in said
advertisement.

SCHOOLS.

158. The voters of each election district in Baltimore county
shall at each general election for delegates in said county, elect
one suitable person, a resident of said district, to act as school
commissioner for the district for the term of two years there-
after, and until his successor shall be elected and qualified.

159. Such election shall be conducted in all respects according
to the provisions of the laws regulating elections in this State,
