ROADS.

149. All moneys appropriated for keeping in order the public
roads in Baltimore county shall be expended between the first
day of April, and the first day of November, in each year.

150. Two-thirds of the whole appropriation for public roads
in said county shall be expended between the first day of April
and the first day of June, and the balance between the first day
of June and the first day of November.

151. The county commissioners may levy such sum of money
aa may be necessary to pay laborers on the public roads in said
county such rate of wages as they may deem proper, not exceed-
ing one dollar per day.

152. The commissioners appointed to lay out any private
road in Baltimore county shall decide and report whether in
their opinion the lands of the person or persons to be passed
over by the proposed road or way, require for their security
the setting up of fences or gates; and if so, they shall ascer-
tain and report to the county commissioners the cost or damage
•which such fences or gates will occasion to the party owning
the lands; and the county commissioners shall take such cost
or damage into their consideration in passing on such report.

153. The setting up a gate of gates across a private road or
way, as provided for in the last aforegoing section, shall not be
deemed an obstruction thereof.

154. The powers and duties conferred on and required of com-
missioners appointed to lay ont a private way in said county,
may in said county be exercised by three commissioners or any
two of them.

155*. The county commissioners of Baltimore county are
authorized and empowered to lay out, condemn and open, for
the length of not less than one mile, in Baltimore county, any
street or streets, leading from the city of Baltimore, and which
may have been paved to the line of Baltimore county.

156*. Upon application, in writing, of two-thirds of the dif-
ferent owners of property along the line of the proposed street
to be extended, the county commissioners of Baltimore county
