126. At least two of the justices and two of the constables in
the first, third, and ninth and twelfth election districts, shall
reside or keep their offices within half a mile of the boundary
line of'the city of Baltimore.

127. No justice of the peace in said county shall, in any case
of debt or damages, issue a summons or execution, except on
application for the same by the plaintiff, or his attorney, in per-
son or by writing, accompanied with the cause or causes of
action in said case.

128. If any justice of the peace shall issue a summons or exe-
cution contrary to the provisions of the preceding section, or if
any constable shall knowingly serve the same, such justice or
constable shall be liable to indictment in the Circuit Court for
said county, and, on conviction, shall be disqualified from hold-
ing his office.

129. No justice of the 'peace for said county shall engage in
the discharge of his duties as justice, m civil matters, in a bar-
room of a tavern or public house of that character; and any
justice so offending shall be liable to presentment by the grand
jury of said county, and, on conviction, shall be fined twenty
dollars, one-half to the informer and the other half to the trea-
surer of said county, for the use of the county.

130. The constables of said county shall have from the first to
the third day of the session of the Circuit Court for said county to
appear before the grand jury.

LIVEKY STABLES.

181. Any person keeping horses at livery in Baltimore county,
may retain in Bis custody any horse, mare, gelding, or vehicle
placed under his care for livery, until all charges for so keeping
shall have been paid by the owner thereof.

132. Any person keeping horses at livery in said county, may
state an account for theJzeeping of any horse, mare, gelding, or
vehicle, and prove the same before any justice of the peace for
said county; and the said justice, being satisfied by proof of
demand, refusal or neglect to pay on the part of the owner, shall
thereupon issue his warrant authorizing the sale of such horse,
mare, gelding, or vehicle.
