78 JOURNAL OF PROCEEDINGS [Jan. 16,

Ordered, That the Committee on the Judiciary inquire
into the expediency of so amending Article 30 of the Code of
Puhlic General Laws, entitled crimes and punishments, and
the several sections thereof so as to place persons convicted of
all crimes of a lower grade than murder in the second de-
gree, at work on the public roads in the counties in which
they may severally he convicted, and on the public streets in
the city of Baltimore, if conviction take place in that city :
and further that said committee consider the expediency of
passing a law to return to the counties and to the city of
Baltimore all inmates of the State Penitentiary, according to
the places of conviction, who are at present without such
trade or occupation as does not remunerate the State for the
expense of maintaining such convicts.

Which was adopted.

On motion of Mr. Robb,

Leave was granted to the Committee on the Judiciary to in-
troduce a bill to repeal sections 1, ii, 3, 4, and 5, of Article 95
of the Code of Public General Laws, entitled "Usury,"
and re-enact the same with amendments.
On motion of Mr. Coudy,

Leave was granted to the Committee on Pensions to re-
port a bill to give all the soldiers, or their widows, of the
war of 1812 and 14, eighty dollars per annum.
On motion of Mr. Syester,

Leave was granted to the Committee on Ways and Means
to introduce a bill to amend and add additional sections to an
Act, passed January session, 1867, establishing an asylum
for the deaf and dumb of this State.
On motion of Mr. Syester,

Leave was granted to the Committee on Elections to in-
troduce a bill to repeal the Act of 1867, chapter 11, relating
to the election of a Senator to represent this State in the
Congress of the United States.

Also.

Leave was granted to the Committee on Corporations to
introduce a hill to repeal and amend the Act of 18%, chap-
ter 73, in relation to the powers of the Mayor and Council of
Hagerstown.

On motion of Mr. Devecmon,

Leave was granted to the Committee on the Judiciary to
report a bill authorizing Harmon Willison, late Sheriff of
Allegany county, to convey certain real estate to August
Bonig.

Also,

Leave was granted to the Committee on the Judiciary to
report a bill to add a new section to Article 1 of the Code of
Public General Laws, providing for the punishment of "Dog
Killers."

On motion of Mr. Keech,
