Ordered. That in the discussion about to take place on the
School Bill now being considered in the Committee of the
Whole, each member shall confine himself to the point or
question immediately under discussion. If the speaker wan-
ders from the point before the committee, the Chairman shall
call the member to order for irrelevancy, who shall take his
seat, or address to the committee such arguments as may be
pertinent to the question in hand.

Which was read.

Mr. Bond, of Baltimore city, submitted the following order
as a substitute :

Ordered, That in debate in the Committee of the Whole,
no member be allowed to speak more than twice on the same
subject, nor more than fifteen minutes at a time.

Which was rejected.

The question then recurring upon the order submitted by
Mr. Keech,

Mr. Coudy moved that the committee do now rise, report
progress, and ask leave to sit again.

Decided in the negative.

The order submitted by Mr. Keech was then rejected.

Mr. Legg moved that the committee do now rise, and
report that they have had under consideration

The bill entitled an Act to add a new Article to the Code
of Public General Laws, to be entitled " Public Education,"
providing a general system of Free Public Schools for the
State of Maryland, and to repeal all laws inconsistent there-
with, with pending amendments.

Have made some progress thereon, and report the hill
back to the House, without amendment, and ask to be dis-
charged from the further consideration of the same.

The motion prevailed and the committee rose.
