Mr. Legg moved that the hill be referred to a select com-
mittee of five, with instructions to report by Friday morning.

Mr. Stewart, of Dorchester, moved as a substitute for the
motion submitted by Mr. Legg,

That the bill be referred to a select committee, to consist
of one member from each county, and one from each of the
Legislative Districts of the city of Baltimore, the Chairman
of the Committee on Education being constituted Chairman
of said select committee, with instructions to report on
Thursday afternoon next, at 3 o'clock.

The question being upon the adoption of the motion sub-
mitted by Mr. Stewart, of Dorchester,

Mr. Keech demanded the yeas and nays.

The demand being sustained,
