Coad had not been unavoidably absent from his seat, he
would have voted for Hon. George Tickers to fill the vacancy
in the Senate of the United States, occasioned by the rejec-
tion of Hon. P. F. Thomas.

Which was adopted.

Mr. Coudy submitted the following order :

Ordered, that leave of absence be granted to David Seibert
for three days from Saturday next.

Which was adopted.

Mr. Seibert submitted the following order :

Ordered, that leave of absence he granted to James Coudy
for four days from Saturday next.

Which was adopted.

On motion of Mr. Montague,

Leave was granted to the Washington and Frederick dele-
gations to report a bill to form a new county out of parts of
Washington and Frederick counties, to be called Economy.

On motion of Mr. Herbert,

Leave was granted to the Baltimore county delegation to
introduce a bill to divide Baltimore county and create a new
county, to be called Extravagant.

On motion of Mr. Seibert,

Leave was granted to the Committee on Corporations to
introduce a bill to incorporate Clear Spring Lodge Inde-
pendent Order of Good Templars.

Mr. Mitchell submitted the following message :

BY THE HOUSE OF DELEGATES,

March 10, 1868.
Gentlemen of the Senate:

We respectfully request your Honorable Body to return to
this House the bill "entitled an Act to repeal sections 2 and
3, of Article 36, of the Code of Public General Laws, title
'Estrays,' and to re-enact the same with amendments ;" it
having been discovered upon inspection of the journal that
said bill failed to receive a constitutional majority.

Which was read, assented to, and sent to the Senate.
