So, it appearing that a two-thirds of all the members elect-
ed had voted in the affirmative,

The Joint Resolution was read a second time.

Mr. McElroy moved that the Joint Resolution be read a
third time this day, in accordance with the provisions of the
Constitution, Article 3, section 28.
