Which was read and referred to the Committee on Ways
and Means.

Mr. Hall submitted the following order :

Ordered, That the Committee on Education be required
to report to this House, as soon as practicable, a bill provid-
ing for an efficient public free school system for the State ;

Which was adopted.

Mr. Hubbard submitted the following order :

Ordered, That the Speaker appoint a committee of five to
report to this House the amount of mileage each member and
officer is entitled to.

Which was adopted, and Messrs. Hubbard, Colton,
Coudy, Deale and Smith, of Worcester, were constituted
said committee.

Mr. Bond, of Baltimore city, submitted the ibllowing
order:

Ordered, That the Judges of the Supreme Bench of Balti-
more city, be and they areereby requested to inform this
House, whether in their judgments necessity exists to create
an additional Court in Baltimore city, under the provisions of
Article 4, Section 30 of the Constitution, and if such neces-
sity exists, to state the reasons which govern them in form- ^7

ing their judgment on the question.

Which was adopted.

Mr. Chapman submitted the following order :

Ordered, That a committee of three he appointed to make
inquiries of Charles Wilson Peale, as to a certain portrait of
Lord Baltimore, now in the possession of said Peale, and re-
port to this House the amount for which said portrait may
be purchased.

Which was adopted, and Messrs. Chapman, Keech and
Stewart, of Dorchester, constituted said committee.

Mr. Smith, of Baltimore city, submitted the following
order:

Ordered, That a committee of five be appointed by the
Chair to take up the new Constitution and refer such mat-
ters therein as require the action of this House, to proper
committees.

Which was adopted, and Messrs. Smith, of Baltimore city,
Chapman, Devecmon, Syester and Slingluff, constituted said
committee.

Mr. Stewart, of Dorchester, submitted the following order :

Ordered, By the House of Delegates, of Maryland, that
when this House adjourns for any week day, except on Sat-
urday, at or after 3 o'clock, P. M., 'til Monday, at 11 1/2 A.
M., the Chief Clerk be directed to deduct the per diem of the
members for the time for which the House so adjourns.

Which, was read.

The question recurring upon the adoption of the order,
