Mr, Chapman submitted the following order :

Ordered, That the clerk of the Commissioners of Charles
county be respectfully requested to report to this House the
cost of maintaining the public roads of each election district
of Charles county for the past five years ;

Which was adopted.

Mr. Williams submitted the following order :

Ordered, That the Committee on Education be instructed
to inquire into the expediency of adopting the following
propositions as among the essential principles on which any
general system of education ought to be founded, viz:

1st. That any system of public schools ought to be so fur
general in its character, as to enable taxes to be levied for
its support to be laid upon all the property in the State, by
State action, collectable and distributable through the Treas-
ury Department.

2d. That the office of State Superintendent be abolished,
and such of his present duties and powers as it may be found
advisable to retain, to be entrusted to the Commissioner of
the Land Office, or some other existing officer.
