Annapolis, Feb. 25, 1868.
Gentlemen of the Senate :

The House of Delegates having reconsidered its vote, re-
ferring to a joint committee of your Honorable Body and this
House, the message of the Executive and accompanying docu-
ment, relative to the action of the Senate of the United States
in the case of Philip F. Thomas, Senator elect from this
State, and having referred the subject matter of the said mes-
sage to the Committee on Federal Relations, a Standing
Committee of this House hereby respectfully request that
the said message and document be returned to this House.

Which was read, assented to, and sent to the Senate.

The bill entitled an Act to repeal section 14 of the Act
passed March 13th, 1867, entitled an Act to incorporate the
Baltimore and Hall's Springs Railway Company, and to re-
enact the same with amendments,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to amend the charter of the Balti-
more and Jerusalem Turnpike Company, passed at January
session, 1867, so as to increase the capital stock of the said
company,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to authorize the County Commis-
sioners of Anne Arundel county, to allow the Sheriff of said
county additional compensation for boarding prisoners,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to require all local insurance com-
panies doing business in the city of Baltimore, to make
annual statements of their condition to the Comptroller of
the Treasury,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to repeal sections 1, 37, 38, 39,
40, and 2, of chapter 252, of the Laws of Maryland, passed
January session, 1867, entitled an Act to repeal the 37th,
38th, 39th and 40th sections of the Code of Public General
Laws, entitled "Licenses," and substitute in lieuf thereof
the following sections,
