Mr. Keech submitted the following substitute :

Ordered, That in preparing a bill to provide for public in-
struction, the Committee on Education shall secure the State
against the calamity of closing the public schools.

Which was adopted.

The question then recurring upon the adoption of the sub-
stitute as the original order.

It was adopted.

The hour having arrived for taking up the order of the
day, the House took up for consideration

The bill entitled an Act to incorporate the Manchester
Rail Road Company,

Which was read a third time and passed by yeas and nays
as follows :
