The bill entitled an Act to repeal sections 54, 55, 56 and Was read a second time and ordered to be engrossed for a Mr, Biddison, (the rules being suspended,) submitted the Ordered, That the Committee on Colored Populations be Which was adopted. The hour of 12 M. having arrived, being the time agreed Mr. Morse nominated John Merryman, of Baltimore county. Mr. Herbert nominated Robert Fowler, of Baltimore Mr. Herbert submitted the following message : BY THE HOUSE OF DELEGATES, January 9, Ib68.
