the charter, and that less than a majority of said

Crane, President, William J. Ross, Vice-Presi-
dent, Lawrence J. Brengle, Treasurer, ami Henry
C. Naill, Secretary, which election was not au-
thorized by the charter — and whereas it is repre-
sented that the sum appropriated by the General
Assembly of Maryland is insufficient to erect
suitable buildings, and for the support of the
Deaf and Dumb Mutes of the State of Maryland :

SECTION 1 . Se it enacted by the General Assembly
of Maryland, That the following Sections be added
to the Act passed by the General Assembly of
Maryland, at the January Session, eighteen hun-
dred and sixty-seven, entitled "An Act to estab-
lish and incorporate an Asylum for the Deaf and
Dumb of the State of Maryland," to follow Sec-
tion thirteen.

Ratification.
|
Sec. 14. And be it enacted by the General Assembly
of Maryland, That the election of A. Fuller Crane
as President, of William J. Ross as Vice-Presi-
dent, Lawrence J. Brengle as Treasurer, and of
Henry C. Naill as Secretary, be and the same is
hereby ratified and confirmed, and they shall con-
tinue to act as such officers respectively, until suc-
cessors shall be elected or appointed -according to
the provisions of said charter.

Amended.
|
Sec. 15. And be it enacted, That Section two of
said Act be amended so as to read as follows :
That a quorum of said Board shall consist of not
less than seven of the Board of Visitors, who shall
be competent to do any act, or execute any power
vested by the charter in the Visitors, or a majority
of them, and that meetings of said Visitors may
be held at such place and time as may be designa-
ted by the President of the Board.

Sec. 16. And be it enacted, That Jacob P. Roman
of Allegany, James Blair of Washington, and
John Loats, Wm. H. Falkner and Joseph Baugher
of Frederick County, be and they are hereby ad-
ded to the number of incorporators mentioned in
the first Section of the Act of eighteen hundred
and sixty-seven, Chapter two hundred and forty-
