Mr. Smith, of Worcester, (the rules being suspended) sub-
mitted the following order:

Ordered, That the Committee on Federal Relations he in-
structed to prepare a preamble and resolutions expressive oi
the sense of this House respecting the present aspect of
national affairs, and that said committee be and they are
hereby requested to report to this House within five days.

Which was read.

The question being upon its adoption,

Mr. Bond, of Baltimore city, demanded the yeas and
