WHEREAS, the said Honorable Philip F. Thomas
was, on the thirteenth day of March, eighteen
hundred and sixty-seven, duly elected a Senator to
represent the State of Maryland in the Senate of'
the United States ; and whereas, the said Senate
have by their resolution, passed on the nineteenth
day of February, eighteen hundred and sixty-
eight, declared that said Senator shall not take his
seat ; and whereas, it is the sense of this General
Assembly that the Honorable Philip F. Thomas,
possessed all the qualifications required for this
high office by the Constitution of the United
States and the Laws of the same passed in confor-
mity therewith, and that he has been wrongfully
denied his clear and valid claims ; and whereas,
by reason of these premises the said Honorable
Philip F. Thomas has been subjected to great ex-
pense, in the name and behalf of the State whose
interests and rights were identical with his. There-

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the sum of five thousand dol-
lars is hereby appropriated to the use of the Hon-
orable Philip F. Thomas, and the Treasurer is
hereby authorized on the warrant of the Comp-
troller to pay the said amount of five thousand
dollars.
