sioners, who shall cause books to be opened at
Westminster, and such other places along the con-
templated line of said road, at such times and
places as they, or a majority of said Commission-

ers, may deem advisable, for the purpose of re-
ceiving subscription to the capital stock of the
Company incorporated by this Act, notice having
been given as the said Commissioners or a majority
of them may deem expedient, of the time and place
of opening said books, and continue the same open
from time to time as long and as often as they may
find necessary to complete such subscript ions.

Capital stock.
|
Sec. 2. And be it enacted, That the capital stock
of said Company shall be fifty thousand dollars, in
shares of twenty dollars each, and all individuals
and bodies corporate, and the County Commission-
ers of Carroll County are hereby authorized and
empowered to subscribe for such amount of said
stock as they may think proper ; provided, never-
theless, that at the time of making the subscrip-
tions to said stock there shall be paid to the said
Commissioners upon such shares the sum of one
dollar per share, and the residue thereof shall be
paid at such time and in such manner as may be
prescribed by the President and Directors of the
said Company ; and provided, that the Commis-

sioners of Carroll County shall not subscribe more
than one-fifth of the estimated cost of said Board ;
and provided, always, that before the Commission-
ers of Carroll County shall so subscribe this Act
shall be published for two months before the next
election for members of the House of Delegates, in
the newspapers published in Carroll County, and
shall also be approved by a majority of the mem-
bers elected to each House of the next General As-
sembly.

Sec. 3. And be it enacted, That whenever one-
fifth of the shares of the said stock shall be sub-
scribed, then the said subscribers shall be declared
to be incorporated by the name of " The West-
minster and Oakland Turnpike Company," for
the purpose of making a turnpike road from the
city of Westminster to the Baltimore and Liberty
Road, intersecting said road at some point between
