conducted under the direction of the Board of County School
Commissioners, or the Board of Commissioners of Public
Schools of the city of Baltimore, and shall be subject to such
rules and regulations as said respective Boards shall pre-
scribe.

To which amendment, Mr. Compton offered the following
amendment:

Provided, That the total amount of taxes paid for school
purposes by the colored, people of any county, or of the city
of Baltimore, shall be deducted by the several Boards of
County School Commissioners, and the Board of School Com-
missioners for. Baltimore city, from their respective propor-
tions of the Free School Fund, and together with any dona-
tions that may be made for the purpose, shall be distributed
by said Boards to such schools for colored children in their
respective counties, and in said city, as they may deem
proper to receive the same, and which may conform to such
rules and regulations as they may prescribe in their manage-
ment, and the several county and city collectors of taxes
shall annually return to the School Boards of their respec-
tive counties and said city, correct lists of all colored tax
payers, and the amount of property assessed to each.
