Mr. Kimmel submitted the following amendment : Page 3, chapter 2, amend by striking out sections one and two. Which was adopted. Mr, Maddox offered the following amendment : Page 3, chapter 2, section 1. The Board of County School Commissioners shall be composed of one Commissioner for each election district, who shall be chosen by the Levy Court of the county, upon recommendation by the Orphans' Court of the several counties, to serve for two years from the date of the inauguration of this school system, or until their succes- sors are appointed, To which amendment Mr. Hammond offered the following amendment: Page 3, section 3. The Board of County School Commis- sioners shall be composed of one Commissioner for each elec- tion district, to be elected by the people thereof at each general election for members of the General Assembly, to nerve for two years from the first day of January next suc- ceeding said election, and until their successors shall qual- ify, and for the time intervening from the passage of this Act, until the first of January next succeeding the next general election; said School Commissioners shall be ap- pointed by the County Commissioners of the respective coun- ties. Which was determined in the affirmative by yeas and nays as follows: AFFIRMATIVE. Messrs. Browne, Hammond, Brewer, Kimmel, Clarke, Lee, Carroll, Miller, Denson, Walsh, Grove, Welch—13.
