678 JOURNAL OF PROCEEDINGS [Mar. 26, House bill entitled an Act to confer upon the Lochiel Lum- ber, Mining, Manufacturing and Improvement Company of Allegany county, Md., the authority to erect and maintain a boom or booms, with piers and necessary appurtenances upon the Great Savage river, in Allegany county. Which was read the first time and referred to the Com- mittee on Corporations. The consideration of the House General School bill Was continued from last evening. Mr. Kimmel offered the following amendment : Section 1, strike out all after the word Act, in the third line, to the end of the section. Which was determined in the affirmative by yeas and nays as follows: AFFIRMATIVE. Messrs. Browne, Denson, Biggs, Grove, Brewer, Hammond, Clarke, Kimmel, Carroll, Maddox—10. NEGATIVE. Messrs. President, Parker, of Calvert, Fields, Smith, Henkle, Walsh, Hyland, Welch—9- Miller, Mr. Maddox offered the following amendment: Title 1, chapter 1, page 2, section I, strike out section 1. Which was adopted. Mr. Hammond offered the following amendment : Section 2, line 4, page 2, after the word "Treasurer," insert, and Secretary, who may be a member of said Board. To which amendment, Mr. Kimmel offered the following amendment : Page 2, chapter 1, section 1. Educational matters affect- ting a county, shall be under the control of a Board of County School Commissioners, one of whom shall be chosen as the President of said Board, and a person not a member of said Board shall be elected to serve as Secretary and Trea- surer.
