Mr. Spates, from the Committee on Corporations, re-
ported

House bill entitled an Act to incorporate the town of
Bloomington, in Allegany county,

With the following amendment :

Strike out section 14, and insert the following as section
14:

Be it enacted by the General Assembly of Maryland, That
this Act shall not go into operation or take effect until the
same shall have been submitted to a vote of the citizens of
Bloomington residing within the limits described and speci-
fied in sections 1, 2, and 9 of this Act ; and it shall be law-
ful to hold said election for the acceptance or rejection of this
Act on the same day and in the same manner as is directed
and prescribed for the election of Commissioners for said
town of Bloomington by sections 1, 2, 3, and 9 of this Act.
And if a majority of the votes cast at the election held under
the authority given by this section shall be for the accept-
ance of this Act, or a majority of the votes cast at said elec-
tion shall be against the acceptance of this Act, the said
Judges of Election herein provided for under this section
shall make out a correct list of all the names of the persons
voting at said election, and certify under oath the result of
said election to the Clerk of the Circuit Court of Allegany
county, to be by him recorded in said office. If a majority
of the votes cast at said election shall be for the acceptance
of this Act, then and in that event the said Act shall be in
full force and effect ; but if a majority of the votes cast at
said election shall be against the acceptance of this Act, then
and in that event the said Act shall become null and void
and of no effect.
