Which was read a first time.

Mr. Colton, Chairman of the Committee on Claims, re-
ported unfavorably

The bill entitled an Act to authorize the Treasurer, upon
the warrant of the Comptroller, to pay J. B, Blackburn,
arrears of salary as chief clerk in Tobacco Warehouse No. 2.

The report was concurred in.

Mr. Colton, Chairman of the Committee on Claims, sub-
mitted a report of the expenses of the Committee on State
Tobacco Warehouses.

Which was read.

Mr. Smith, of Baltimore city, moved that the Report be
recommitted.

Mr. Nicolai submitted the following order as a substitute
for said motion:

Ordered, That the Chairman of the Committee on Claims
be authorized and directed to issue his certificate for the
amount of the bill of expenses presented by the Chairman of
the Committee on the Tobacco Warehouses.

Which was read.

The question recurring upon the motion submitted by Mr.
Smith, of Baltimore city,

It was decided in the negative.

The question then recurring upon the order submitted by
Mr. Nicolai,

It was adopted.

Mr. Slingluff, Chairman of select committee, reported fa-
vorably a bill entitled "an Act to open West Fayette street
extended, in Baltimore county."

Which was read a first time.

Mr. Hall, Chairman of select committee, reported favor-
ably a bill entitled an Act to incorporate the town of West-
ernport, Allegany county, Maryland.

Which was read a first time.

Mr. Hall, Chairman of select committee, reported favor-
ably a bill entitled an Act to provide for the appointment of
three Superintendents to supervise and control the repairs
and improvements of two public county roads in Allegany
county, the one leading from Oakland to Accident, and the
other from a point on said road near McHenry's Gate to Sel-
