missioners of said county to make levies for the repairs and
improvement of the same.

Which was read a first time.

Mr. Devecmon, Chairman of select committee, reported
favorably a bill entitled "An Act to repeal section 23 of
the first Article of the Code of Public Local Laws, and re-
enact the same with amendments."

Which was read a first time.

The Joint Resolutions authorizing an appropriation for

a portrait of Governor Thomas Swann,

Were read a second time, and ordered to be engrossed for
a third reading.

The Joint Resolutions in relation to Governor Swann's
statement in his message of services rendered to the State of
Maryland by the Honorable Secretary of the Navy,

Being upon a second reading,

Mr. Stewart, of Dorchester, submitted the following
amendment as a substitute for the second resolution :

SUBSTITUTE—2D RESOLUTION.

Resolved, That in this prompt and just action of the Sec-
retary of the Navy, we recognize a commendable spirit of
charity, and in the sanction of this deed of mercy, we behold
with pleasure a proper display, and an honorable exhibition

of national regard for the suffering people of the Southern
States.

Which was read.

On motion of Mr. Poteet,

The further consideration thereof was postponed, and the
Resolutions made the order of the day for Friday, January
31st.

The bill entitled an Act to amend the Code of Public Gen-
eral Laws, title "Publication of Laws," by adding thereto
.an additional section as follows,

Was read a second time and ordered to be engrossed for a
third reading.

The bill entitled an Act to repeal sections 2 and 6 of chap-
ter 76 of the Act passed December session, 1847, entitled an
Act to incorporate a company in the town of Hagerstown, in
Washington county, to be styled the Hagerstown Lyceum,

Was read a second time and ordered to be engrossed for a
third reading.
