The Directors of the Institution are unanimously of the
opinion, that temporary relief should be immediately given,
and that it will be necessary in the course of a few years to
build a new Penitentiary.

They think that it is absolutely necessary that $75,000
should be immediately appropriated to build two wings for
sleeping accommodations for the prisoners.

Your Committee have taken into consideration, that as there
exists an absolute necessity for a new Penitentiary, the pro-
priety of an immediate expenditure of so large an amount as
$75,000 to add to the old, and respectfully submit it as their
opinion, that the amount of money required should be appro-
priated by the Legislature to build a new Penitentiary, that
will meet the demands of the growing condition of Maryland.

On motion by Mr. Maddox,

Leave was granted to the Committee on Finance, to intro-
duce a bill to make an appropriation to build a new Peniten-
tiary.

A Senate bill entitled an Act to repeal sec. 3 of an Act en-
titled an Act incorporating the Maryland Institute for the
promotion of the Mechanic Arts, passed December session,
1849, chapter 114, and to enact a substitute therefor, and to
add additional sections thereto, as sections 8 and 9,

Being the order of the day,
Was taken up on its passage, and
Passed by yeas and nays as follows :
