Senate bill entitled an Act to compensate Joseph M. Pal-
mer, for services rendered the State in the cases of State vs.
George Otto and George Hape,

Being the order of the day,
Was taken up on its third reading,
Read a third time and passed by yeas and nays as follows :

AFFIRMATIVE.

Denson, Walsh,

Mr. Smith—1.

The bill was then sent to the House of Delegates.
Mr. Maddox offered the following report :
To the Legislature of Maryland :

The undersigned, composing a Joint Committee appointed
by the Senate and House of Representatives, with instructions
to investigate the affairs of the Maryland Penitentiary, and
report to the Legislature, and having discharged the duty
assigned them, would beg leave most respectfully to report as

follows:

 
After a careful inspection of the prison, we came to the
conclusion that as far as the management o Directors ig con-
cerned, they have discharged their duties with ability and
have attended strictly to the wants of the prisoners in a de-
gree in accordance with the means put in their power by the
State.

They have not been able to extend to the prisoners all the
comforts which they should have, on account of the present
desperate condition of the Eastern and Western dormitories
and the over-crowded Chapel dormitory.

The Eastern and Western dormitories are in such condition
that it is cruel to confine human beings in their limits.

We consider that the entire buildings, as far as go to the
comfort of the prisoners are discreditable to the State.

There are over three hundred convicts who are in idleness
for the want of shops.
