Biggs, Malone, Clarke, Snyder, Denson, Smith, Kimmel, Walsh—8. NEGATIVE. Messrs. President, Lee, Browne, Maddox, Brewer, Parker, of Calvert, Fields, Welch—8. On motion by Mr. Snyder, The vote by which the above bill was rejected, was recon- sidered, and the bill made the order of the day for Friday, the 13th inst. Senate bill entitled an Act to repeal the Act of 1867, chap- ter 290, entitled an Act to add a new Article to the Code of Public General Laws, to be entitled Public Roads, and to. re- enact the following sections in lieu thereof, Being the order of the day, Was taken up on its third reading. Mi. Henkle offered the following amendments : Strike out "taxpaying," in section 3, first line, and "able-bodied men non tax-paying," and after "age," in second line, insert " and possessing taxable property assessed at $500 or upwards." And insert, after " every," the word " other," in second line. Also, In 5th line, 3d section, strike out "three" and insert "one." Insert after "repairs," at end of 10th line, section 3d, ' ' Provided, that he shall not summon the same party twice, until he shall have exhausted the whole number liable to such duty," in his road district. Strike out, " and what tools he shall furnish." Add at end of 3d section, " And the authorities of the incorporated towns within the limits of any county, to which this Act applies, shall keep the public roads in good condi- tion and repair, to the distance of one mile from their respec- tive incorporated limits, and to enable them to accomplish the same, they are hereby authorized to accept and apply the |
