422 JOURNAL OF PROCEEDINGS [Mar. ll, introduce a bill entitled an Act to authorize the County Com- missioners of Frederick county, to aid in the construction of Turnpike roads in said county. The Clerk of the House of Delegates delivered the follow- ing message: BY THE HOUSE or DELEGATES, March 11,1868. Gentlemen of the Senate: We respectfully request your Honorable body to return to this House the bill entitled an Act to repeal sections 2 and 3 of Article 36, of the Code of Public General Laws, title "Estrays," and to re-enact the same with amendments ;" it having been discovered upon inspection of the Journal that said bill failed to receive a constitutional majority, By order, MILTON Y. KIDD, Chief Clerk. Also, delivered House bill entitled an Act to provide for the compensation of the Crier of the Circuit Court for Carroll county, Which was read the first time and referred to the Com- mittee on Finance.
