On motion by Mr. Miller, it was

Ordered, That the claim of Dr. James Higgins against
the State of Maryland, for a work of his published
by the last Legislature of Maryland, with the petition and
accompanying papers, be referred from the Committee on
Finance to the Comptroller of the Treasury, under section
52 of Article 3 of the Constitution, with instructions to
examine the same, and report thereon at the earliest practi-

cable day to this Body.

On motion by Mr. Hammond,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to amend the Act of 1867, chapter
375, relating to fees of Constables, extending the time to
the first day of April, 1870.

On motion by Mr. Hammond,

Leave was granted to the Committee on Judicial Proceed-
ings to introduce a bill to amend the Act of 1867, chapter
407, relating to fees of Magistrates, extending the time to

the first day of April, 1870.

On motion by Mr. Hammond,

Leave was granted to the Senators from Talbot, Somerset
and Caroline, to introduce a bill decreasing the number of
commissioners of the town of Easton, and regulating their
meetings, powers and compensation.

On motion by Mr. Hammond,

Leave was granted to the Committee on Education to
introduce a bill to provide for a general system of Public
Schools for this State.

On motion by Mr. Clarke, it was,

Ordered, that the Comptroller furnish to the Senate
the following information:

1st. What amount has been paid for bounties since the
1st day of October, 1867, to the 1st of March, 1868, to whom
said bounties were paid, with the amount paid to-each person
or attorney, and residence of such attorney, also whether
said bounties were paid for white or black soldiers, and
whether the amount of bounties 80 paid to blacks were slaves
or free men at the time of their enlistments, if such informa-
tion is in his office.

2nd. What amount of bounty claims are now registered
in his office for payment and by whom, and what provision
if any has been made for their payment.

On motion by Mr. Biggs,
Leave was granted to the Committee on Corporations to
